Project Brief:

A special program Praja Palana Scheme/Abhaya Hastham, Telangana 6 Guarantee Scheme was launched by Hon’ble Chief Minister, Govt. of Telangana (GOTG) in Dec 2023. Out of the 6 guarantees, five schemes are included in the Prajapalana application as outlined below:

 

Table 2: Schemes under Praja Palana Program

1. Mahalakshmi Scheme

  • Financial assistance of Rs. 2,500 per month to women,
  • Subsidized gas cylinder at Rs. 500 to women.

2. Rythu Bharosa:Annual Financial support of,

  • Rs. 15,000 per acre to farmers, and tenant farmers,
  • Rs. 12,000 to farm laborers.

3. Gruha Jyothi scheme

Provide 200 units of free electricity per month to households.

 

4. Indiramma Illu

  • Financial assistance for house construction,
  • 250 square yards for housing to Udhyamakarulu in the Telangana state movement,
  • 250 square yards for housing to Martyrs in the Telangana state movement.

5. Cheyutha

  • Disability pension of Rs. 6000/- to disabled,
  • Monthly pension of Rs. 4,000 to various vulnerable groups, including old age/Senior citizens, widow, Toddy Tappers, Weavers, Dialysis patients, HIV-AIDS patients, Filaria patients, single women, Beedi workers and Beedi Tekedar.

 

The Praja Palana application form was launched by the Chief Minister of GoTG on December 27, 2023, to collect requests for five guarantee schemes. These forms were freely available at Praja Palana centers and ward offices, with a submission window from December 28, 2023, to January 6, 2024. During this period, approximately 1.28 crore applications were received, with 1.09 crore applying for the five-guarantee schemes, highlighting the demand for an efficient IT system to manage the program.

CGG, as the Technology Partner for GoTG, developed a comprehensive system to improve the program's efficiency and reach, involving six departments. This system managed the initial phases, including application computerization, de-duplication, data integration, and categorization into schemes for about 1.09 Crore applications, affecting 3.25 Crore family members.

Subsequent steps involved de-duplication, scheme categorization, and processing for identifier mapping, crucial for scheme prioritization, budget preparation, and the roll-out phase. This phase included mobile app development for field verification, payment data integration for selected applicants, and dashboard and report creation for officials.
